Description

ALQIMI Professional Services Group is seeking a Program Manager in support of the Guam Defense Policy Review Initiative (DPRI) for the Naval Facilities Engineering Command (NAVFAC) for work in the Marianas Area of Responsibility to include Guam and its outer islands, Oahu and Australia.

Position: Program Manager

The Program Manager will have authority to act on behalf of ALQIMI and will be fully responsible for the overall management and coordination of assigned contracts. The Program Manager will be the central point of contact with the Government for the performance of all work under assigned contracts. The Program Manager will provide management and leadership of assigned Project and Task Order Managers.

WHAT YOU WILL BE DOING

Contract Management

Program Managers are directly responsible for Contract and Project Budget Execution. They provide Quality Control Management including Process Standards Assurance, Sub-Contractor Performance Reviews and Staffing Plan Management. They interface directly with the client and provide COR/COTR Customer Management including managing CPARS/PPIRS evaluations. The Program Managers provide support to their assigned Project and Task Order Managers coordinating Staffing Plan Execution, validating Subcontractor Invoices and ODC Expense Reports, and providing Process Standards Assurance. They are responsible for approving Client Authorized Travel.

Service Management

Program Managers are the primary Service Area SME responsible for Process Standards Development and providing Staffing Support for their assigned Service Area.

Business Development

Program Managers Identify Opportunities within their Service Area and shape the Client Environment ensuring they are aware of ALQIMI Capabilities to support their needs. They are responsible for drafting Past Performance Information References and validating PSG Capability Statements.

Capture Management Support

Program Managers use their professional networks within their Service Area to support Staffing Plan Execution and take the lead in Incumbent Capture efforts. They act as Senior Technical SMEs in their Service Area for Proposal Development.

REQUIREMENTS:

 · Bachelor's degree, preferably in Business Administration/project management, from aU.S.accredited college, university or equivalent institution. 

· Program Management Professional Certification (PgMP) desired.

· Completion of the USACE Construction Quality Management (CQM) course desired.

· 30-hour OSHA construction safety class desired.

· 40-hour Construction Safety Hazard Awareness Training (EM385-1-1) desired.

· 10 years’ experience in business administration/management, including experience in simultaneously managing projects being performed at multiple remote locations

· Experience working independently as afield manager in a supervisory capacity in a remote location.     

· Specialized experience supporting Capital Improvements related projects for the NAVFAC or Corps of Engineers, or the Defense Policy Review Initiative (DPRI).

· The Program Manager must be a United States Citizen, have a Secret Clearance, be able to travel and possess a valid U.S. Passport.
