ALQIMI Professional Services Group is seeking a Range Scheduler for Range Control Facilities Okinawa Japan.

The overall mission of this effort is to provide the United States Marine Corps, Marine Corps Base, Okinawa, Japan- Range Control Facility Support. The Range Control Facility is responsible to coordinate, control, schedule and manage training, both live fire and non-live fire in a safe and effective manner. Live fire training includes the use of conventional and special weapons, ground-to-ground, air-to­ ground ordnance delivery with the use of optics, lasers, direct fire and indirect fire systems on multiple-fixed target-sites. n-live fire training includes helicopter landing zones, water surface areas, simunitions (paintball) and Military Operations in Urban Terrain (MOUT). Also, to support sister service range training requirements. The Range Scheduler reports directly to the Range Control Officer. The Range Scheduler is the interface between the Range Control facility and the customer or using units via the RFMSS system.

ALQIMI Professional Services Group will provide personnel to assist the Marine Corps Base by delivering support to the Range Control Facility with a Fire Desk Operator (FDO) who will provide de-confliction of training, dispatch of an emergency vehicle in case of injury, and record of all range activity during his shift of duties.

RESPONSIBILITIES

The incumbent Maintains an in-depth knowledge of Marine Corps Range Regulations, local Standard Operating Procedures (SOPs), and other applicable directives in order to accomplish the assigned duties of Range Scheduler for Marine Corps Base Okinawa Range Control Facility. The applicant will Interact daily with all military users in order to de-conflict range requests by priority, time, and safety constraints. Schedule and confirm the same day, add-on range and airspace requests. Receive, process, route, and track Ground Access Requests. The applicant will coordinate with the appropriate personnel for all ground events. The applicant will ensure the safety of ground personnel through planned de-confliction and communication. The applicant will provide relevant advisory information on the daily schedule in order to assist Air Traffic Control via the Fire Desk Operator to maintain safe range and airspace environments. Prepare the Airspace Release Log and ensures that it indicates the correct altitudes for the airspaces scheduled. The applicant will Communicate daily with the controlling agency for the release of airspace and/or for the appropriation of additional airspace as required. The Scheduler receives administrative guidance and training from the Range Control Officer.

 

ESSENTIAL DUTIES:

  • Fulfills all responsibilities of Range Scheduler MCB Okinawa Japan.
  • Functions as the focal point for scheduling and safe de-confliction of live fire and non-live fire air and ground training events in Okinawa's training areas, ranges, and airspace.
  • Provides oversight and safety review of the daily training schedule.
  • Assists with advising and assisting event planners when scheduling training as well as the support/training capabilities of the Okinawa range and training areas.
  • Assists other services and agencies with scheduling and use of Okinawa range and training areas.
  • Provides guidance in structuring and reviewing Range Control organization to effectively support range scheduling operations and training commitments.
  • Assists with the coordination of real-time range scheduling issues with the Range Control Facility.
  • Plans work to be accomplished, sets and adjust short-term priorities, and prepares schedules for completion of work based on overall priorities and the difficulty of work assignments.
  • Advises and assist commanders and staff officers on all matters pertaining to the capabilities and limitations of training on Okinawa.
  • Maintains files on Okinawa range and training areas utilization reporting.
  • Maintains range control Library and all publications pertaining to range control, safety, and scheduling.

    • Intermediate Level Range Safety Course

  • Must be able to attend and successfully pass the RFMSS, Functional Administrator Course (40 hours).
  • Duty functions of this position require in-depth involvement in a variety of actions that are related to or interfere with three-dimensional training activity planning and scheduling concepts. The Range Scheduler provides advice to management on the efficient use of subordinate positions which may include shift work as well as clerical and administrative requirements. The assignments are diverse, covering a wide variety of unique and specialized requirements. This requires that the Range Scheduler display initiative and originality in perceiving opportunities, problem analysis, development of useful alternative courses of action, program management, and leadership of subordinates.

CLEARANCE LEVEL:

Although no security clearance is required, the applicant must be able to pass a background check; and be able to qualify for a Secret Clearance if required.
