ALQIMI is seeking a Facilities Security Engineer for our customer located in Iwakuni, Japan.
We are offering a total compensation package, which includes base salary, and housing and living allowance.
Specific Requirements:
- Shall have successfully attended the following courses: DoD AT Level 2 Certified, DoD Physical Security Specialist school, DoD Security Engineering Course, DoD Critical Infrastructure Course, ESS Engineering Course, Intelligence Community Directive (ICD) 705 Course.
- Experience with developing detailed physical security plans for facility projects that may require additional security measures beyond what a typical office or residential/barracks facility would require. Examples of such facilities include: flight line hangars, Special Access Program Facilities (SAPF), armory and weapons storage facilities, headquarters buildings, operations buildings, and any other facility where classified material, controlled items or sensitive program information may be processed or stored.
- Experience with the process for achieving external agency support in the implementation of security plans. Contractor shall have thorough knowledge in using the Electronic Security Systems Information Management System (ESSIMS).
- Specific knowledge and experience in identifying all flight line security requirements, to include: flight line perimeter fence requirements (specifications and location), turnstile requirements (location and quantity), vehicle gate requirements (type, specifications and location), access control requirements for vehicle gates and turnstiles, flight line video surveillance requirements (location and video surveillance coverage areas), and any additional measures necessary for Level 2 and Level 3 security areas.
- Experience and knowledge with the following systems and concepts: electronic security systems (ESS), intrusion detection systems (IDS), automated access control systems (AACS), pan-tilt-zoom (PTZ) closed circuit television (CCTV), and video motion detection (VMD).
- Experience and knowledge in Anti-Terrorism Force Protection (ATFP) facility standoff distances, barrier plans, and any other measures necessary to deter terrorist attack against high occupancy, primary gathering, and critical facilities or assets.
- Understanding of Japanese Host Nation Funded Construction processes in the execution of the DPRI Program.
General Requirements:
- Knowledge of, and skill related to the drafting of executive level correspondence following Navy Correspondence Manual and the management of programs involving executive level participants.
- Knowledge of the overall mission, organization, functions, capabilities, administration, and operations of the Marine Corps.
- Knowledge and skill in program assessment techniques related to resource allocation, risk management, performance metrics and project execution.
- Excellent communication skills, both written and oral, as well as customer service skills due to daily interaction with various levels of rank, authority, positions, both military and civilians.
- Skilled in Microsoft Office applications such as Microsoft Word, Excel, and PowerPoint.
- Able to develop business correspondence such as memos, letters, and email.
- Able to develop spreadsheets, slides and various presentations in a highly professional format when needed.
- Experience in bilateral negotiation with Government of Japan representatives is preferred.
Job Description:
- Assist and support MCAS Iwakuni DPRI IPMO development, planning, programming, and implementation of physical security infrastructure for MCAS Iwakuni.
- Identify and refine physical security requirements for planned DPRI facility projects and existing infrastructure.
- Coordinate with local physical security managers on MCAS Iwakuni, ensuring master plans and projects include appropriate physical security requirements.
- Perform requirements analysis to identify specific facility infrastructure and associated processes/procedures that must be in place to meet physical security and Anti-Terrorism Force Protection (ATFP) requirements for DPRI facility projects.
- Perform technical studies of existing and planned physical security systems and facility infrastructure for DPRI facility projects to determine what systems and infrastructure is needed to meet identified physical security requirements.
- Researches applicable security standards and effectively communicates the application of these standards to project stakeholders in order to broker viable solutions that best meet the intent of these standards within a HNFC environment. Provides balanced solutions to meeting those standards within project constraints to meet overall project objectives.
- Develop cost analysis and budget forecasts for planned physical security systems and infrastructure.
- Perform risk analysis and provide mitigation recommendations for identified threats and facility security risks.
- Serve as part of the installation Mission Assurance Working Group (MAWG) to ensure that all DPRI projects are aligned with installation ATFP plans.
- Coordinate with Marine Corps Installations Pacific (MCIPAC) Physical Security, Marine Corps Forces Pacific (MARFORPAC) Physical Security, HQMC Security Division (PS), and Space and Naval Warfare Systems Center Atlantic (SPAWAR LANT) Marine Corps Electronic Security Systems (MCESS) to ensure proper infrastructure and equipment is identified, programmed, funded, and put in place at the right time.
