ALQIMI is seeking a Facilities Analyst in support of the Marine Warfighter in overseas locations.

Position: III MEF Facilities Analyst

JOB DUTIES:

Knowledgeable on a variety of DoD networks for information gathering, to include NIPR and SIPR.

Must have a working knowledge of Korea/Japan OPLANS / CONPLANS at the component level; and an ability to work with senior level staff members at the Joint / Combined / MARFOR / MEF level.

Outstanding oral and written communication skills and experienced with Microsoft Office Suite, program/project management principals, process improvement, and mission planning.

In-depth knowledge of the Unified Facilities Criteria.

Perform periodic engineering and facilities analyses, planning, design review, and studies with regards to MILCON, FSRM, and JFIP as it relates to Defense Policy Review Initiative (DPRI), Okinawa Consolidation (OKICON), and base/station/facility sustainment activities, respectively.

Evaluate existing infrastructure and proposed MILCON, JFIP, and FSRM projects.

Provide survivability enhancement recommendations for both real property, facility, and range infrastructure investment and for long-term military construction programs’ infrastructure.

Provide continued research and analysis during subsequent MILCON working groups, meetings, and boards at MCIPAC, MARFORPAC, and MCICOM. Follow and track MILCON projects through congressional approval.

Analyze proposed ROKFC projects for impact on mission effectiveness.

Analyze proposed JFIP projects for impact on mission effectiveness and provide recommendations for facility and infrastructure to meet both current mission and projected future mission requirements.

Provide pre-event planning, on-site coordination, and post-event activities for designated government, and interagency conferences, symposia, and workshops.

Evaluate state of the art facility management and planning tools or programs for potential use by III MEF.

Conduct assessments of physical and functional characteristics; analysis of design; development of MOP/MOE and operational characteristics; integrated process development; continuity of operations; feasibility studies; and MA assessments.

Facilitate III MEF working group comprised of MSCs and III MEF Engineer.

Required Certification and Qualification:

  • Four-year bachelor's degree in engineering, logistics, or business.
  • Working knowledge of, and experience in, Military Construction (MILCON), Facility Sustainment/Renovation/Modernization (FSRM), and special project programs.
  • Basic understanding of and ability to read construction project design drawings as well as standard US Government facilities and real estate-related forms (such as DD form 1391, USFJ form 22, etc.)

Preferred Certification and Qualification:

  • Working knowledge of and experience in military facility initiatives and programs including Defense Policy Review Initiative (DPRI), Okinawa Consolidation (OKICON), Republic of Korea Funded Construction (ROKFC), Japan Facilities Improvement Program (JFIP), and other Host Nation Funded Programs (HNFP).
  • Experience in conducting staff-level B2C2WGs for the purpose of coordinating requirements from multiple stakeholders, and advocating for those requirements as needed.
  • Understanding of the US Marine Corps Infrastructure Reset Strategy.

The crystal blue sea, with white sand beaches and colorful fish dancing through coral, attracts vacationers as a holiday resort area with many diving spots.

For about 450 years, from the 15th to the 19th century, Okinawa prospered as the Kingdom of Ryukyu, a state independent of Japan's central government. Cultural characteristics and conventions born through the relations with foreign countries in those days still survive in such interesting forms as artifacts and festivals, giving additional charm to Okinawa. Especially Shuri Castle (the castle of the King of Ryukyu) in Naha City, which reopened in 1992 after being reconstructed. It was inscribed as a World Heritage Site, and attracts many visitors.

Various festivals and events are held in Okinawa throughout the year. You can enjoy flowers and whale watching in winter and spring, marine sports and traditional performing arts in summer, and cultural events and field sports in fall. Some traditional festivals and events include the Hari Dragon Boat Race in May, an Eisa dance competition during the summer Bon Festival period, as well as tug-of-war competitions held each summer and fall.
